| To provide responsive educational benefits and assistance programs by judiciously managing and harnessing resources in order to enhance the morale and welfare of military personnel and their dependents, thereby bridging the educational opportunity gaps. |

| - To provide educational assistance to the members of the AFP and their dependents (scholarship) |
- To fill the gaps in providing education to children of military personnel not covered by operation of law (resource mobilization) |
| - To build an organization at par with the mission, founded on values shared by both soldiers and society, capable of achieving vision, and with capacity to serve the interest of all stakeholders (institutional development) |

- Grantmaker . The AFPEBSO is essentially a grant making organization. It does not implement programs on its own, as it does not yet have the capacity to run educational institutions. But it channels scholarships and provides financial assistance to individual students. |
- Fund Facilitator . The AFPEBSO will not depend solely on scholarships mandated by law, funding from government or income of the endowment, but will facilitate access to resources in order to generate additional scholarships and funding for the sustainability of its programs. It will also provide linkages between scholars and donors. |
- Catalyst for Cooperation . The AFPEBSO aims to stimulate cooperation between soldiers and society, among government, the private sector, civil society and the Armed Forces of the Philippines toward the development of sustainable educational programs and the creation of an atmosphere in which these programs can most effectively serve the interest of all stakeholders. |
