From 1995 to 2004, the donations of Dr. Yap were included as part of the AFP Educational Benefit System's major fund source which is the AFP Provident Trust Fund (AFPPTF). Accordingly, the identification of grantees who were specifically benefited by the donations of Dr. Yap was difficult.
At the onset of 2005 to present, the AFPEBS pulled out the donations of Dr. Yap from the AFPPTF and established it in a separate account, which was labeled as the Dr. Emilio T. Yap (DETY) Fund.
The objectives of the establishment of the DETY Fund include the following:
To achieve clarity in the number of grantees supported by the donations of Dr. Yap;
To improve the accounting process of the fund; and,
To institute the DETY Educational Benefit Program, having an identity of its own from other programs under the auspices of AFPEBS.
The DETY Educational Benefit Program provides stipend to the legitimate children of military personnel who were killed-in-action, deceased or permanently incapacitated in line of duty. The amount of stipend varies according to the educational level of the grantee:
Elementary – Php2,000/school year
High School – Php3,000/school year
College – Php8,000/school year
